What to do if you CANNOT get the Vulnerability Report? Legal Alternatives
Updated — Royal Decree 316/2026 | Social services are overwhelmed. There are two legal alternatives that depend only on you.
Royal Decree 316/2026 allows you to prove your intention to work via an employment pre-contract or a self-employment business plan. Both are equally valid alternatives to the vulnerability report.
Alternative 1: Employment Pre-Contract
- Any contract type (permanent, temporary, fixed-discontinuous).
- Multiple part-time contracts can be combined (min. 90 days/year).
- Employer must have no outstanding debts with Social Security or Tax Agency.
Alternative 2: Self-Employment Business Plan
You do not need to be registered yet. Present a basic business plan indicating your activity, potential clients, investment and expected income.
